Washington, DC — This week, Congresswoman Carolyn B. Maloney (D-NY) voted to pass H.R. 7027, the Child Care is Essential Act, and its complement H.R. 7327, the Child Care for Economic Recovery Act. This legislation creates a $50 billion Child Care Stabilization fund and provides critical federal investments and tax subsidies to make child care more affordable, allowing parents to get back to work. This funding gives child care providers across NYC the resources they need to safely reopen.
“We cannot talk about reopening our economy without support for child care to ensure affordability, availability, and safety,” said Rep. Maloney. “I’m proud to join my House colleagues in being part of the solution. With this significant investment, our nation takes a step toward safely reopening and rebuilding our economy. It’s now up to Senate Republicans to act boldly and join us in protecting working families and finding real solutions.”
These bills include:
- Stabilization grants for personnel costs, sanitation and cleaning, training and other goods and services needed to maintain or resume operation of the child care program.
- Support for child care workers. This bill requires employers to keep child care workers on payroll at the same compensation level as pre-COVID as a condition of receiving stabilization grant funds.
- Support for working families by requiring providers to relieve families of copayments or tuition.
- Promotion of health and safety through compliance with public health guidance. Under this legislation, open providers would be required to meet health and safety guidance from the Centers for Disease Control and Prevention (CDC) and state and local authorities.
- Expanded access to tax preparation assistance for lower income filers who will be impacted by these bills.
- Support for essential workers who need access to and funding for child care and adult day care for adults incapable of self-care.
- Grants to states to adapt and expand child care facilities, as well as reconfigure child care facilities in response to coronavirus, and for long-term assessment of child care facilities throughout the U.S.
